Arm's always a good option! Shoulder-blade can be tricky if only because it might hurt more, but you do have more area to work with.

I like the outline, but I'd potentially worry about it looking blurry as the tattoo got older.

I think making it bolder would fix any potential issues with that, yeah!

Can I ask – and you can tell me no, obviously – about the imagery specifically depicted here? I'm curious what it's meant to represent.
