If we utilize this riot into a full-blown chaotic rebellion, then it'll have no choice but to try and put out as much of the fire as possible, leaving it vulnerable for us to take out the figurehead. I think that Foolish King may be the center of a lot of that influence. He's either a direct puppet of our Warden or he holds the source of what's influencing those being forced asleep. Either way he simply needs to be crumbled!

To make an example of a single dissenter is easier. It quells the tumult, incites fear... I'm familiar with the methodology quite intimately. But when the dam continues to leak, dissenter after dissenter is silenced and nothing changes, that small crack bursts, and the water within a deluge. When people fear they have nothing left to lose, they will act with more fervour — this will be easier to capitalise on than you think.
